Santa Rosa Urban Reuse Project
In 2004, the City adopted the IRWP Master Plan, which includes up to 2,200 million gallons of Urban Reuse under Alternative 3. Urban reuse provides recycled water for landscape irrigation and other approved uses, as regulated by the California Department of Public Health. This important means of recycled water disposal also serves to increase potable water supplies, especially during drought years. In 2006, after studying the economic and engineering feasibility of such a project within Santa Rosa, the City concluded that a Santa Rosa Urban Reuse Project (SRURP) would be feasible and directed that predesign studies be initiated.
Predesign studies have now been completed for a 1,000-million gallon (MG) per year project. Predesign technical memoranda (TMs) have been prepared to document the engineering analysis, and these TMs will be available on the project Web site and in libraries on November 15, 2007. At this time, the City is considering only the first phase of the SRURP, which would use 250 MG of recycled water.
In addition, a CEQA Checklist has been prepared to document that the environmental impacts of the first phase of the SRURP were described in the Program EIR. The CEQA document will also be posted to the web and placed in libraries on November 20th.
The Board of Public Utilities has requested that a series of public meetings be conducted so that the following questions can be addressed:
- Should the City build the first phase of the SRURP?
- If so, where should the first SRURP phase be located? And,
- When should the first SRURP phase be constructed?
BPU Study Session was held on November 1st to provide the foundation for answering above questions.

Discharge Compliance Project (DCP)
The Discharge Compliance Project Engineering Report is scheduled to be available on November 21 2007, and the Draft EIR on December 21, 2007. The Draft EIR public hearing for this project is scheduled for January 17, 2008. Consideration of approval of the project would occur in Summer 2008.
Seasonal Storage Project (SSP)
The Seasonal Storage Project Engineering Report is scheduled to be available on December 7 and the Draft EIR on January 9, 2008. The Draft EIR public hearing for this project is scheduled for February 7, 2008. Consideration of approval of the project would occur in Summer 2008 or later depending on storage need.
